Tier 1: Introductory COR® Support

At the introductory level, All Safety Consulting provides guidance from the initial introduction of COR® through the submission of your first internal audit to IHSA. We offer recommendations based on a thorough gap analysis, helping you identify areas for improvement.

​While we provide the insights and direction, your team will be responsible for developing, implementing, reviewing, and maintaining all the systems, tools, and documentation required by COR®.

Tier 1 - All Safety Provides: 

1. Introductory COR® Meeting with Senior Leadership
2. Initial Gap Analysis of existing Health & Safety Documents
3. If using Corfix, we will provide COR® In-field tools/forms
4. Develop, review, revise - 14 Elements of COR® Documents
5. Review of Supporting HSMS Documents Procedures/SOPs Field Documents
6. Pre-Audit Gap Analysis

Tier 2: Enhanced COR® Support

In our Tier 2 offering, All Safety Consulting provides support from the introduction of COR® through to achieving COR® Certification.

We deliver and recommend the tools and systems necessary to sustain a fully functional Health and Safety Management System (HSMS).

Our team supports your HSMS both in the field and administratively, ensuring that your safety protocols remain effective and compliant.

Tier 2 - All Safety Provides:

1. Introductory COR® Meeting with Senior Leadership
2. Introductory COR® Meeting with all levels of the organization
3. Review of existing HSMS Documents
4. Develop, review, revise - 14 Elements of COR® Documents
5. Jointly - Review, revise and reformat HSMS documents outside of COR®
6. Provide in-field support to operations
7. Review in-field compliance and provide recommendations to client
8. Support 1 COR® Internal Audit - conducted by Client
9. Assist in selection process of 3rd Party External Auditor
10. Support 1 COR® External Audit - conducted by 3rd Party
11. Assist in the development of a CAP specific to COR® related deficiencies identified through the 1st Internal & External Audit
12. Recommend Annual Safety Objectives, HSIP and CAPs
13. Assist in the development and delivery of Annual COR® Safety Review.

Tier 3: Comprehensive COR® Support

Tier 3 offers the most extensive support available through All Safety Consulting. We guide you from the initial introduction to COR® certification all the way to your first External Recertification Audit, three years after achieving COR®. Additionally, we assist in developing a Corrective Action Plan (CAP) to address any findings.

Beyond certification, we provide and recommend essential tools and systems to help you maintain a fully functional Health and Safety Management System (HSMS). Our team is dedicated to supporting your HSMS both in the field and administratively, ensuring long-term safety and compliance.

Tier 3 - All Safety Provides:

1. Introductory COR® Meeting with Senior Leadership
2. Introductory COR® Meeting with all levels of the organization
3. Initial Gap Analysis of existing Health & Safety Documents and in-field compliance.
4. Develop, review, revise - 14 Elements of COR® Documents
5. Jointly - Review all revise and reformat HSMS documents outside of COR®
6. Provide in-field support to operations - site visits (coaching)
7. Review in-field compliance and provide recommendations to client
8. Full Gap Analysis Mock Internal Audit prior to Internal Audit
9. Support two COR® Internal Audits - conducted by Client
10. Support two COR® External Audits - conducted by 3rd Party
11. Assist in selection process of approved 3rd Party External Auditor
12. Assist in the development of a CAP specific to COR® related deficiencies identified through the both Internal & External Audits
13. Recommend Annual Safety Objectives, HSIP and CAPs
14. Assist in the development and delivery of Annual COR® Safety Review.
15. Multiple communications with all levels of the organization as determined appropriate.
16. Coaching and Leadership provided throughout the organization as required

What is the Certificate of Recognition (COR®)?
The Certificate of Recognition (COR®) is a nationally recognized program, endorsed by the Canadian Federation of Construction Safety Associations (CFCSA). Designed to promote positive workplace behaviours and practices, COR® is a key driver of improved safety performance and  is often a pre-qualification requirement for contractors working on both public and private sector projects, both within and outside of their home provinces. In Ontario, the IHSA is the 'Authority having Jurisdiction' to grant COR®.
